Paypal India hiring time

It's been 3 weeks since I completed my interview, recruiter shared the feedback as positive, she said they are waiting for approvals.. fast forward 3 weeks.. I have nothing.. Can someone from paypal can comment how long does it takes.. or am i just acting as their backup candidate ?
