This has been true for decades now. An easy solution is to import a bunch of immigrants but Japan refuses to do that.

I saw today Japanese ambassador to india has made a very bold invitation to Indian students & working professionals. I can’t paste a screenshot here but I was insanely surprised by the statement.
Hope Indians will soon find a new place to show skills.
They are opening up immigration for highly skilled people. But the overall Japanese society is still extremely xenophobic and cannot picture a brown south Asian/filipino/vietnamese doing menial jobs and then slowly settling in their lands. That's the real issue there. Chinese won't do that nor will Koreans.

They have been xenophobic for ages. They won't even let you rent their crumbling place if you are an outsider. And if they do then they will demand that some Japanese person vouch for you.
