Yes, But it’s not debt fund either, you could get better returns in other instruments. There is lot of analysis is going around it, please google once. If employee is under new regime and there is employer contribution, then NPS is good option.

there are tiers as well but that's a different concept there are three sections under 80CCD using which you can save tax. So you can increase deduction from 1.5L to 2L+
