On a serious note, it sounds rubbish to us but people who make governments gonna be slightly influenced by this but again, congress's distribution has gone for a toss a long time ago.
This is just a trick to get votes from the poor, and it might work as it worked in Bangalore last year, look how shitty the things are. Koun Banega Crorepatis ko Crores milne par woh rich nahi ho pae toh redistribution in the long term would result in the same state of society as it is now.
