10x cleaner, 1000x safer, very beautiful place and a lot if things to do. Very rich culturally + futuristic stuff. Wont find this combination in europe. Lot of places to go in japan but would suggest, tokyo, kyoto, osaka and things around it

France, Switzerland, Italy: 20 days for touristy travel. Mix of culture, nature and mega cities.
Austria, Switzerland, Hungary/czech: More focused on nature.
Iceland: 14 day ring road, road trip.
UK: England, Scotland, Ireland: really beautiful and England is superb for visiting.
Germany, Netherlands, Belgium: culture, history, mega cities and WEED.
Spain and Portugal: best beaches and amazing Spanish towns.
Greece and turkey: beaches, towns and a chance to revisit 2500 year old rivalry b/w persia and Greece, feel where eastern culture ends and western starts.
Avoid Eastern Europe for now.

Check out Boracay in Philippines or Tioman Islands in Malaysia. Excellent beaches, food and good places for deep sea diving or even snorkeling. And not as expensive as Maldives or Seychelles.

French Riviera is the best place for honeymoon. You can spend some time in places like Nice, Antibes, Cannes, Éze, Monaco and Sanremo.
I'd also recommend Portugal especially towns like Porto and Sintra region. Places like Cascais and Cabo da Roca are ultimate destinations for young couples.

Paris is a hype. I'd say avoid Paris because it's flooded with Asian tourists everywhere.
French Riviera is the southern region of France along the Mediterranean coast which is very beautiful and has comparatively less tourists. I think your budget of 5L - 10L should be sufficient to explore the region for 2-3 weeks. If you're mindful in spending you can definitely afford to visit. I'd also recommend visiting the "Italian Riviera" which has places like Sanremo. I went here to see Villa Ormond.
French Riviera is mainly for relaxing and feeling the Mediterranean vibes. You can explore the cuisine here, try French wines from Bordeaux and Champagne region also there are many spots which give you a spectacular view.
I loved places like Nice, Antibes, Cannes, Èze, Monaco. I was here for two weeks in this region exploring around. I'd recommend you research yourself and plan accordingly as everyone has different taste in travel. You can also plan to visit Toulouse in France although it's not part of the French Riviera but I visited the city because I'm fond of aircraft and here there's an Airbus museum and Aeroscopia (aircrafts from last 100 years and how they evolved.) Very interesting for engineers to see.
I'd highly recommend you to also visit Portugal for places like Cascais and "Cabo da Roca".
The evening sunset at "Cabo da Roca" is the most beautiful sunset views I've ever seen in my life. "Cabo da Roca" is the western most point of Europe and you need to time your arrival here atleast an hour before the sunset. The breeze here is ultimate as you see the sunset in the vast Atlantic Ocean.

You can do a road trip from Bergen to Tromso. Lots of Fjords on the way. Atlantic road drive, northern lights in Tromso are must.
