I'd say when one of them gets a job in Mumbai that allows anchor.

Major costs are:

Rent (depends on location) but at-least 1 / 1.5 L pm for a 3 BHK School fees - ICSE / CBSE schools are reasonable sub 2L pa, IB schools are 5 to 15L pa Food & Entertainment are in line with other metros, in some specific cases marginally more expensive

So for a comfortable life I'd say an income of 1 Cr a year. 30 L in annual expenses + 30L in investments + 40L to Sarkar.
