Why are HR not actually Human Resources in India?

Do you think HR roles have become a little toxic at the workplace in India. If you consider the HR policies and work culture abroad they are more employee centric. It's somewhere in the DNA of the HRs, I believe. Is the process of becoming an HR makes you like this or is it the work culture? I'm making this comment in general, some MNCs might be exceptions.

HR have become real life vampires. Pure blood suckers. Mostly because companies want the best talent at the cheapest price. HRs are given a high incentive if they end up bringing talented people onboard at barely any increment over their prev CTC. On top of this, this job market. Too much supply giving them too many options. They are feeling limitless and powerful like Thanos.

I don't think it's the case anywhere in the world.

They are purely "admins".
