In general, randomly approaching strangers isn't cool anywhere especially if done wrong!
That being said, it is more frowned upon here than in western nations as they are more open towards new things.
Now, first things first, if you are going with intention of finding someone, there would rarely be a place unless it's a meetup of some kind that specifically is for dating/speed dating/meeting for dating. So you might wanna find such meetups, possibly online websites help with such things.
Now, other ways are, getting to know people in the places of your hobbies and activities. You get to know each other and then ask the person out in a while if you feel like dating that person.
Other ways are meeting people in house parties, meetups, friends of friends etc.
