This is a deliberately misleading picture and you know that. Even the news clipping mentions they are waiting for LCA (indigenous fleet) and the dip is because the ancient crafts have retired. It's better to have long term sufficiency over short term fully imported inventory.
Defence like any other department is filled with bureaucracy. No political power can change it. In fact this is where the most incentive lies for being a mole and blocking.
The defence procurement has been a perennial failure of the Indian state, and nothing short of dictatorship can fix it. At least there are no Bofors or Augusta scams now.
Rafale buying itself was a scam when the agreed deal of higher number of fighters by the UPA was reduced by Modi himself. And asked France to give contract to Anil Ambani for certain parts manufacturing when his company had a Zero knowledge of defence while there were companies like HAL, L&T etc already in defence manufacturing.
