The problem in companies like this is that balance of power determines largely whether people are able to come forward without feeling like it’s going to risk all their prospects.
One can say that it is ultimately an individual who determines their fate by action or inaction on a matter. But reality begets a more practical approach.
Escalating to HR/Higher Management is never a real option in such environments, because you don’t know how deep up the problem goes. So this suggestion turns out to be a politically correct corporate speak, lacking any real action.
