How common is it to get a SDE 3 role in 3 years in Google, How does the overall promotion system work?

Google SDE-3 is equivalent to the SDE-2 role at most of the companies. Their entry level of SDE-2 is same as SDE-1.

Not true for on-campus recruitment maybe true for off-campus. Amazon in top tier institute choose people blindly.
