How to find a Tech co-founder in a country known for its tech expertise?
I am from a non-tech background (finance guy to be specific). I am aiming big and want to start a fintech startup but I don't have any CS engineer friends to rely on. I invite you all to guide me how to find a tech co-founder or even a partial-CTO who can program my vision into an app and also maintain it until I can afford a full time one. I know that I can get it done with any software company but I have trust issues in sharing my idea with a stranger (knowing that how easily can an idea be stolen).

Idea theft is more an insecurity issue than a real issue. If you're cut out for it, your idea will only work if you can do it.
Instead of waiting for a tech co-founder, get your MVP built from an agency/freelancer.
Don't be afraid of sharing your ideas - idea validation is an important part.
Ideas are penny a pound. It's the execution and intent that matters.

Use grimoire on gpt store and GPT premium subscription. Use system prompts to get the best outputs. Hack at it till you have an MVP.
You might also need a design/ marketing guy btw. And all of them will demand payment for their work.

Learn how to do some basic programming. Learn about product management and basics of system design. Do this for 3 months and try to absorb as much information as possible about the dev process for mobile apps/websites.
Start hitting up technical friends for conversations and ask them about their work, what they build/etc. flex your product/business sense by asking how the technical matches the business needs/requirements. This will be difficult since many engineers work on scalability/performance and may not impact business goals but you will learn/gain empathy nonetheless.
By the time you do this within 6 months I’m sure you will have enough of an idea/network to convince people to work with you.
