Important Advice needed:Switch

I have 1.7 years of experience. In the 1st company I worked for 13 months and then I switched. My 2nd company is the best company till now I have ever worked but unfortunately got laid off within 6 months. Now I have recently joined a new organisation and it's been a month now but due to the toxic work culture and bad team I don't want to stay here. The problem is that it's been only 1.7 years and now I am looking for the 4th organisation to switch. Is that fine? And especially will it be easy for me to justify the new organisation for the frequent switch.

Joined an organisation 2 months back with minimal hike and left an offer which was really good but now work is totally opposite what we discussed in interview, not learning anything. Just pulling data through sql queries should make a switch?

I am 2022 passout 24 yr old.I have joined one service based startup after college for 6.2 Lakh.But Out of 10 months I was on the bench for 8 months so in that period I have prepared for interview and Got the offer of 17 LPA.Its been 8 months in this job , But from last 2-3 months my growth is stagnant and I got bored as their is not much work as well.So should I go for another switch or wait ?

I'm working in service based company in worst tech (acc to me ). There are not enough projects still they hire so many freshers . Current now I'm 1 year 3 months exp I'm doing self study of data engineer and done some decent project . Should I plan for internal switch or look for outside opportunities. Will I get atleast mid senior role outside?(im planning after 2 years exp) I don't wanna start again in entry level. What checklist should I follow to successful switch.
