Not knowing Kannada is not a huge deal and ideally the government shouldn't mandate learning any language, if individuals feel that they're facing some issues by not knowing the language they should make a voluntary effort to learn it.

Rule has been amended and ready. Just that concesus for this is building up among kannadigas.
