No...haryana hc and delhi hc considered such rules as unconstitutional. If someone challenges it in court, it will go on hold and will be scrapped later.

I have also seen some recruiters advertising job roles where they need only people from certain states or language, let me not name the state or language but it's becoming new norm unfortunately
