How much effective are the upskilling courses available on internet and more specifically launched by the IIITs and IITs? What are the challenges in such initiatives making it unable resolve the unemployment and underemployment in the industry?

There is no shortage of courses from Indian and global universities. The challenge is the particular student.
Courses are just guidelines to tell you what to learn, but it's up to the student how well they learn it.
Those who are smart and put time and effort into learning well, and supplement the course material with their own learning from other books and personal projects, succeed in the job market.
Others who do the bare minimum to pass the course get a certificate, but not the aptitude or skills required for the job.
As the saying goes, you can only guide a horse to the water, but can't make it drink. That's true for all mediums of learning, including courses.
