Why people starts blaming Govt be it Mamata or Modi?

Why People dont critifize the law ? Recently IPC was changed to BNS but law was not made stricter regarding R*pes. Why do politicians make these events to start blame game on each other and remove our focus from the main issue. i.e. Stricter Law and efficient Judiciary For Me the blame should be put on Judiciary and no one else. Then It should be Modi who makes Law for the country. Then for the admin of the state? Did I miss something?
