It is not allowed to date colleagues as per most office policies but I have heard from most couples that they met at work. How can one explain this dichotomy?

Let me tell you a secret - You can date someone without disclosing to others whom you are dating.
It's fine in my company as long as it's not between a manager and a direct reportee. If it happens, HR should be informed and one of them will have to change the team, or else leave the company
It should be fine everywhere. I will be shocked if such policy is existing anywhere.

“Not allowed to date colleagues”? Who told you that any company is having such policy? Only Manager-reportee dating will have policy issues, not just any colleague. Surely two colleague working in same team, on same level, could date, there will be no policy violation. It just may disturb the work environment, and productivity, but why would this be against policy?!
If you start seeing someone, meet manager & HR and disclose. It doesn't matter in most companies. They change teams etc. (I'm not taking about employee and boss relationship.)
