Most of such websites don't select who will advertise with them unless it is a direct deal between the two parties. Most of such inventory is through Google ads based on how high the advertiser bids. The advertiser can choose which websites they want to advertise though

It could be though indirect ads and not direct ad sales.
Usually companies bid for these spaces through a third party ad exchange server or Google Ad server in a specific TG and the highest bidder wins,
In this case, BJP must be paying out higher than the other advertisers, hence there ads are appearing everywhere.
