Getting promoted w/o a salary hike

Hey, so a little context here, I work as a product designer and just completed 6 months at this company and a product owner recently quit.

They promote me to product owner and product designer and release the performance review late which shows that I only Meet All Expectations and hence am not eligible for a pay raise.

And my manager says to me that this is sort of an intermediate step into being promoted and this is to give you more responsibilities so you can grow and get promoted.

All this seems like complete fucking bullshit to me and idk how to navigate through this, any experienced professionals if you wanna share some advice?

Dry promotion.

This has been for a while in the industry. But it has somehow increased since last 2 years.

It gives you a sense of achievement but unless its not beneficial at monetary level, its doesn’t make any sense.
