No promotions - should I switch?

I am working in Consulting post MBA - it is a mix of PM, Product Strategy, Implementation projects.

I can work on industries and multiple offerings so learning is widespread but a slow upward curve. Pay is good considering my previous experience and peers. Work life balance is also decent.

But, they are not giving promotions in my team because of some stupid leadership decisions. I will have to wait for next 6 months.

So I am in dilemma if I should stay or switch. If you were in a similar situation, how did you make your decision?

If pay is good and WLB is decent, you can wait for additional 6 months for promotion. 6 months will go soon
