Job opening/Hiring invites from VP/CxOs

Off late I've been getting emails about hiring/open positions from VPs/CXOs of various start-ups.

Pretty unusual for me, since I've always interacted with HRs primarily in the initial stages.

Is this the start of a new trend or is there anything else going on? Just wanted to understand the thought process behind these things
