Making India better. How?

I've ranted for years how Indians, illiterate and white collar alike are too bad at a lot of things:

  1. Traffic sense: Lane discipline, honking, rash driving, both private and commercial, parking and vendors taking up half the road, creating fatal blind spots
  2. Public places: Spitting, littering, peeing, smoking
  3. Basic civic sense: Queuing up, not using loud phones in public transport etc
  4. Pets and stray animals: Totally irresponsible behaviour and irrational takes on killer dogs and dangerous bulls

Pointing out things has been done for years. Where's the solution? How can this be taught to the masses?

Give suggestions.

It's the attitude of people that needs to be changed, one of my senior was shocked when I put throw away wrapper in my bag and while he was throwing his wrapper out of window asked me, "kya karega iska"

Imagine this in school, both of you are in the same class; you put the wrapper in your pocket, he laughs at it and gathers 5 more to laugh at you. Being careless is cool. Treating public property as a dustbin is the default and any deviation is called abnormality and laughted at.
