Not a kind of PIP, but my previous company which barely had 100 employees in India felt that there were too many people in Product Development, I do agree with them as company hired people aggressively at pretty cheap cost, and company had pretty good budget, counterparts in USA had terrific salaries, basically for the budget allocated to one developer they were hiring 3 people and showed head count is increasing in India.
But senior people left the company and new people who they hired were basically didn't have enough skill to pull off the projects, US team got into action and saw where things got wrong and then they freezes hiring, took away projects from India leaving India team to die slowly. I left as soon as I they gave me peanuts in appraisals.
