Owner not sharing PAN. Is this a common practise here ?
So I recently rented out a place in New Thippasandra and paying an upwards of 25K monthly. He took 1L as deposit and straightaway denied sharing his PAN with me saying it's common here. What can I do now to claim HRA ?

Give a declaration signed by owner that he's not willing to give his PAN.
Give rent through banking channels not in cash & also keep a notarized rent agreement.

Its very unlikely he will sign on that not sharing PAN declaration. Anything else that I can do ? Maybe find out his PAN through any method ?
