Why take a Paycut? What's wrong with your current job that is forcing you to do that?

If I was in your situation, I would have declined pay cut to join phonepe. I would suggest you the same.

Culture wise it's not good but better than Navi for sure. Don't take paycut. I would say shop around

I'm not in business role, but I don't advise taking a pay cut, unless it is absolutely chaotic at Navi

Sure, PhonePe is a great platform, but a pay cut? That's a bitter pill. Ask yourself, is the trade-off worth it?

PhonePe? More like PhonePay. Cut in pay for good culture? Ridiculous. Remember, even a monkey can be trained to smile.
