Most of the big tech allows internal transfers via L1. But working on an L1 visa sucks as you are stuck with your employer and particularly vulnerable if you're married and bringing your family with you. That being said, if your designation has a manager in it like Product Manager or TPM (if if you're an IC), it would allow you to get GC faster on EB1C

It depends on the lottery tbh and need luck (without an US master's, h1b is capped at 65k per year). And L1 visa holders typically get lower salaries than their H1B counterparts
