Tech stack change

I'm working in service based company in worst tech (acc to me ). There are not enough projects still they hire so many freshers .

Current now I'm 1 year 3 months exp

I'm doing self study of data engineer and done some decent project .

Should I plan for internal switch or look for outside opportunities. Will I get atleast mid senior role outside?(im planning after 2 years exp) I don't wanna start again in entry level.

What checklist should I follow to successful switch. I didn't get any hike for my first year( that's y I'm planning all this)

I respect every advice and criticism in my plan Thanks in advance.
