Idiot. Everyone pays tax - because all consumption is taxed. Take an example of a shopkeeper. He pays taxes, hence would also keep prices in a manner that accounts for the taxes he pays. He pays income tax, but that money is recovered from the consumers. If government were to not tax them, competition would drive down the prices, because shopkeepers would have more margins to compete with. They'd compete away the surplus margin due to the removal of tax. In the end, it is always the consumers that bears the tax. (There is also a basic concept of deadweight losses, which is taught in economics 101, but I'm not covering that here.) But essentially all the taxes that are applicable on some income, ultimately comes from the consumers' pockets that paid towards that income.
And GST is straightforward. I hope you can understand it. So it is not 2.2%, it is practically all Indians who pay taxes.
