So true, have witnessed it first hand in one of my previous employers. They create such a strong dependency on themselves that it becomes difficult to pull out as well
That’s pretty much the case in the US as well, leadership tries to maximise those on their side, and the quickest way to do it is eliminating those they cannot trust and bringing in someone with whom they have worked before. The reason behind is to safeguard their job and justify their inflated salaries by eliminating any scope for raising questions.
If a org is hiring a leader, he is expected to deliver x in 2 years, the quickest way to build the team and deliver is ex colleagues. I don't know about laying off existing employees or partiality though.
Even with existing employees productivity possible, but no one pays inflated salaries to existing employees.
If lay offs are not allowed by org, they simply corner and suffocate to leave, then their loyals comes
