Four points:

there are people who can handle power and there are those can't

those that can't handle power, tend to behave like assholes when they do get power

some people are idiotic enough to think proximity to power is real power.

if people did not treat others, the way they'd never want to be treated, our planet would be a true heaven.
Some recruiters think they are the overlords, lording over the destinies of a candidate. That they are the one bestowing a job on someone. They forget that they themselves are employees and not the employer, or they're not those who created that job.
If they kept in mind, that once in a while, they too play candidate and would hate to be ghosted or mistreated, they'd probably not treat candidate in this manner. But most people are dumb mfs who can barely register the inconsistentencies in their behaviours.
