Wipro Layoff

Does Wipro lay off employees ever? I have heard from people here that it never layoffs people, and it is like a government job. What happens if someone is on bench? Do they get salary? I am in a billable project for 1.5 years and haven't contributed much to the company because there is no work at all. What should I do?
