Please remove presentation skill , team work and problem solving under skills. Instead mention any side projects you have done or say what you did to solve a problem
You're college is doing the marketing with this resume, not the candidate.
1. Remove the photo and college logo. Some orgs will not even look at resumes with photos because they might later be accused of bias to candidate's looks.
2. It's marketing, I'd suggest to write some case studies in a blog and mention them on it.
3. Certification section is looking incomplete. Who gave the certificate is unclear. Mention the institute or the company that gave the certificate. Also mention a line about what he learnt to achieve it.
4. Don't use the table format for academic credentials. It's outdated and also content in it isn't properly aligned. I'd move academic credentials, key skills and hobbies and interests into a side column.
5. People in general read from top to bottom. If he is worried about lower percentages, he can move the academics section to the bottom. But make sure that there is enough engagement to attract in the top of the resume.

There are lot of formats online for free
1.Remove photo of you and clg logo
2. Dragon academic to below, no one observe them at top
3.Try to keep your skills project related work/ industrial visit highlighted on top itself
4.Mention the source of certification at last word
; "certification in _ _ _ by SOURCE"
5.change FORMAT
Don't take tension about percentage. I got 35 to 37 percent and two result in HSC. It's depend if you crack the interview they don't bother about percentage. Need to strong in skill and quick solution of any problem
Please add some projects/internship experience.
Imho that section has the highest priority.
Even freshers would be judged on what they bring to the table.
Also it gives a perspective in what kind of roles the person would like to be in
If you are looking for internship on your own, I would suggest creating your own format.
