ATS compliant resume is a SCAM!
I have been working in HRTech space for quite a few years now and never saw a guy whose application didn't get into ATS because his/her resume was not compliant. Generally ATS uses third party service to generate matching scores which takes keywords from your resume and job description, however it does not impact your resume visibility. Many companies and freelancers monetize on this vulnerability which is totally sham!
No, There are resume that match better and gives all the required information properly to the ATS, which actually helps but there r also bad ATS software as well and there is no ATS standard so no one can actually tell that a resume is 100% ATS compliant.
mostly resumes with no table, no graphics information and straight forward resume should works well with ATS. you also check or test in the LinkedIn ATS.

This whole scam is about visibility of resume in the ATS not matching score. Now coming to your point even if any ATS is not able to parse text from the file, even then the resume will be uploaded on ATS and the recruiter will review it.
Matching score partially depends on the file you uploaded rather it also depends on what third party text parsing library you are using.
are you working in a small org? We on avg. get 10,000 resumes per month! out of which 4000 resume miss out some on critical information!! do you think we will manually spend time n money to review resumes? hell no + we get 3000 candidates referred by various hr companies and colleges
