UPA wanted to enact the communal violence bill, which eventually didn't pass muster, but summarily would have singled out one particular community for all communal violence.
UPA successfully managed to pass the 93rd amendment, which puts Hindu managed schools at a disadvantage when compared to schools managed by other religionists.
Was UPA anti Hindu?

Were those rates justified? No. Did India fight three wars in that decade? Yes.
Did India have an open economy at that time? No.
