How to get shortlisted in job application

Heyy folks, I am a semi qualified chartered accountant and currently in search of job. It has been observed during various job applications submitted that the resume is not getting shortlisted by the employers. I have working experience in mid size CA firms and also worked as a freelancer performing taxation functions. Currently, I want to have exposure of big corporate houses where I can learn more and perform well further. While applying, it has been observed that I have to face rejection. I am not getting a clear idea about how to modify or make changes in my resume and LinkedIn profile so that employers become eager to know more about my work exposure. There is a well known saying that don't judge a book by it's cover but while looking for job opportunities, it has been observed that while buying a book, the first of all it's a cover of book which attracts the perspective customer to pick the book and look into it. I want to know that what a HR basically looks for in a job application of interested candidates. I also want to redesign my cover in order to increase chances of getting selected. It will be a great privilege to get positive response and guidance from the experts.
