There is a confusion here with the original post as well. Is it that of all people who received capital this Q3, 0.13% of are black? Or is it that of all the black people who are founders, only 0.13% received capital this Q3?
What needs to be checked is the latter. The first is also an important factor, but if the number of black people itself is less, then as per definition 1, obviously the value is going to be low, even if all of them received capital.
If only a few have applied, then questions should be on why aren't there more black founders. But given the skew in population, especially in the US, it might be natural too.
Things will only change when people stop making assumptions just on the basis of someone's surname, caste, skin colour, accent and other features.
