There are 4k MBA colleges in India. There are tier 3, tier 4 and tier 5 colleges where people get placed for 10k per month. This is a huge upgrade. There is a different world out there outside of metros.

Reality is he will still get some candidate who meets that criteria and end up hiring them
They may at max get Tier 3/Tier 4 candidates who will not stay for long.
