hometown 4lpa product based or 7lpa service based in pune

I have been given a chance to switch jobs and I have 2 options as mentioned above. In my current company(in my hometown) that gives me 4lpa my manager and other people are very nice except HR. CXO's are strict but they live in UK. The new offer is wfh but will call wfo in pune if required. New offer is of 7lpa. I've heard good things about ceo from past employers but have heard bad things about my manager in the new company. Currently I'm a junior data scientist and in new company I would be an AIML engineer. I'm stuck on what to choose, kindly help me out here.
