I think it is a pre-sales role. You would be working on putting together a response to RFPs of clients/prospects. So based on their requirement, you would be expected to craft a solution in your response describing how your company can meet their objectives. Also, you will work on pricing, delivery timeliness.
If it actually turns out to be a presales role then just be aware that it can be very demanding sometimes. You will have to work on strict deadlines, collaborate with multiple teams to obtain information and work late hours. When you are not working on a RFP response, you could be sitting idle swatting flies for weeks.
