Since he/she is your old friend talk them out of building their own app, people don't want to install apps for all the different d2c brands they use. They want consolidated platforms like Amazon or Flipkart.
If they are adamant, then if a we'll documented api exists for the ecommerce platform they use then in my opinion charge 6-8L, 3-4L for iOS and for Android, even if you are doing it in react native.
The ceremonies of end to end developing and publishing apps to these 2 stores demands labor.
