Usually city outskirts grow once the city saturates. Also, land is relatively cheaper. Sarjapur, Chandapur etc. fall in the same criteria though Chandapur is far better developed. Whether it is good choice or not depends. If you buy a property next to road then it is easy to sell but if you buy somewhere deeper then you have to wait for eternal time to sell off. Every buyer thinks his investment choice is the best one irrespective of the area.
