Moving to Canada as a software engineer

Asking for a friend.

My friend has 4 YOE as a software engineer and he is looking to move to Canada. If someone has applied for a PR as a tech person, can he/she share the process. We went through the process online, but I would like to know from someone who has been through this process and got a PR. Also, if you can comment on the approximate time frame and cost that would be awesome.

Note- he has tried for onsite in his org but there are no opportunities. There are very few companies who offer jobs and visa directly from india. Hence, he is thinking of taking PR and then start applying to companies.
