It happened for parliamentary polls in 2004 for P chidambaram. He was declared winner after recounting. Democracy was safe then.
For mayoral polls, some random officer did some fraud thinking foolishly that he would get rewarded. But now democracy in danger, PM has to answer and projected as a dictator.
