1. A bunglow in Bangalore with garden and breathable area and a lawn will cost you around 1.5-3L per month
2. Driver will. cost you 15-20K per month.
3. Vehicle with taxes and depreciations I am putting it around 20K
4. Other perks I am not even adding
Their in hand salary is almost 100% savings, for us the moment salary is credited, we have to start deducting every small expenses from that

Wrong matrix of comparison. Money doesn't follow the effort-reward axis it follows the supply and demand axis.
That's why some kid streaming games or some girl showing her butt online would be making 10 times more than you, me and the chairman of ISRO.

Oh yeah? What about his expenses? It's a very good salary if he gets free rent, free medical, free driver and car, free bills for his houses, free travel? . Basically high govt positions don't flex a huge salary but their expenses are very very low compared to any other salaried guy in his cubicle.
