I think cover charges mean minimum charges. That's normal for 4 or 5* hotels. You can order items and have to pay if bill exceeds beyond the cover charges. May be confirm with the hotel.

Yeah, thanks, I know how it works, I was just referencing the high amount, I don't think I've ever eaten at a place where the bill totalled 10K even with 10 people 😂

10k bill is normal if 4 persons go to a hotel like Taj Vivanta. For 2 members, yes I think it's a bit difficult. Even if ₹1000 is avg price, eating 10 dishes is difficult for 2 members.
