He can't. These are state roads. It's responsibility of the state minister for road and transport.
States are given the autonomy in this regard.

This is too close to home — dropped my sister to Bangalore airport in a mad rush — she reached Mumbai home which is 15km from domestic airport and I was still stuck in Indiranagar.
Next time take lunch and dinner tiffine before taking your car to road.
If I were in you show then I could have onboard flight with parashute. And have skydiving when flight is over my house.
