Most job posts are ghost jobs

Have been seeing this a lot lately on LinkedIn. Most of the posts I see are ghost posts. Know that since I know that for the company I work for and a few others like JPM, DB, Citi etc don't hire in Q4 due to budget freeze. They just build the database and keep candidates identified. (Specially for ops, finance & strategy roles)
But it is unfair on their part and wrong since they have no intention to hire, to be fair to them they have financial books to close, finalise ratings, bonus and increment calculations etc.
How could this problem for orgs and candidates be solved ? Any innovative and equitable solution ?
