IMO, this behaviour probably has more to do with climate rather than culture.
I would also like water rather than tissue paper. But interested in @Gems_Bond take, how climate is a factor... So if I were in America or Europe and I were introduced to washing over wiping I would still go for wiping?

None. I don't follow any traditions by default. I try to learn about lifestyles, practices, and habits of people all over the world, and pick and choose eclectically into my life, whatever best-practices I like and that seem useful, and ignore all the rest.

Have experienced this firsthand across India from strangers irrespective of caste creed and status.
