Yes you are seriously underpaid. 10k / month is an intern's salary . Better to look for other opportunities.

Here's what you need to do:
1. Check out and connect with top profiles of folks in your field of work/interest.- Design Engineer/verification engineer etc.
Try to understand what kind of tech stack they work on.
2. Also check out openings for entry level (1-2 yoe) roles in this area and understand the tech requirements.
3. Analyse the gap in your skillset and the requirements.
4. Check out courses on Udemy to fill in that gap and upskill. Make sure you complete the course asap so you get certification early.
5. Update your profile and resume with your new certification and start applying.
6. Learn and make your fundamentals strong from the courses you've taken.
I recommend the approach of completing the certificate first just for the sake of it, because for an entry level role, it will help build your credentials. You should keep revisiting and learning in parallel. This will save you a lot of time if you complete your courses diligently and then start applying.
